Federal Programs Responsibilities
Title I: "Program Purpose: Ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments." 1
Title I is made up of many parts, addressing numerous circumstances that can cause or lead to a lack of student achievement in school. Potentially dealing with children from Pre-K through their Senior year in High School, Title I programs work to implement the highest levels of parental involvement. Parental involvement isn't just a goal, it's a statute, working to ensure parent's integral role in their child's education.
Title I funds are also used to provide services to children and youth experiencing homelessness, whatever the cause. Services for homeless children are often different from those for children with stable living situations, but must be used to promote the academic achievement of the student.
At the beginning of each school year, a student’s parents/guardians may request information regarding the professional qualifications of their student’s teacher/s.
Specifically, the parent has the right-to-know:
- whether a teacher has met state qualifications for license and certification
- whether the teacher is teaching under an emergency or provisional certificate, and
- the baccalaureate and graduate degree majors of the teacher/s
Additionally, parents may request information concerning whether the student will be provided assistance from paraprofessionals and, if so, the qualifications of the paraprofessional. Timely notification also is required if a student receives instruction from an unqualified teacher for four or more consecutive weeks.
